“They’ve never done that before” doesn’t end the conversation.
In a Manifestation Determination Review (MDR), the team has to look beyond the behavior itself and consider its relationship to the student’s disability and whether the IEP was implemented.
One new behavior doesn’t automatically mean there’s no connection.
